District
Executive Committee
(DEC)
|
The
District Executive Committee ensures that the District and its officers are
working toward the achievement of the District Mission. The
Committee, approves the budget; oversees the
financial operation of the District, ratifies the assignment of Clubs to Areas/Division, reviews
recommendation/reports of District Committees, and assumes any other
duties assigned by the District Council. The
District Executive
Committee typically meets at least four times a year. The voting
members of the Committee are the seven members of the
District senior leadership team,
the Division Governors, and the Area Governors.

District
Council
|
The
District Council is the governing body of the District, subject to the
general supervision of the Board of Directors. It conducts all the
business of the District. It cannot impose any financial
obligation on any Club. The
District Council is required to hold two meetings per year. The
first required meeting must be held after the International Convention,
but no later than December 1. The second required meeting is the
District Council Annual Meeting and must be held between March 15 and
June 1. Both meetings are held in conjunction with a District
Conference. The
voting members of the District Council are the District Executive
Committee and the Club President and Vice President Education of each
Club. Each is entitled to one vote in the District
Council.

District Governor
(DG) |
As the District's chief executive, the DG directs the District in a way
which
fosters strong Clubs, produces maximum growth in educational
completions, Clubs and membership, and is consistent with the interests
of the members of Toastmasters International. The DG achieves the
mission of the District in a manner which motivates volunteer leaders
and promotes a standard of excellence in all District activities. At the
time of taking office, the DG shall have served at least
six consecutive
months as a Club President and at least 12 consecutive months as a Lt.
Governor or Division Governor.

Lt. Governor Education &
training
(LGET) |
Under the guidance of the DG, the LGET strives to have every Club and
each member reap the benefits of the Toastmasters educational program
and become a Distinguished Club. The LGET provides direction and
counsel to Division Governors, Area Governors, and Club officers on the
educational opportunities in Toastmasters.
The
LGET is responsible for the
design and conduct of successful District training programs,
conferences, contests,
and other district educational events. The LGET shall have
served at least six consecutive months as a Club President and at least 12
consecutive months as a Lt. Governor, a Division Governor, or an Area
Governor.

Lt. Governor Marketing
LGM |
Under the guidance of the DG, the LGM makes the benefits of Toastmasters
membership available to greater numbers of people. The LGM plans,
develops, implements, and directs short-term and long-term District
marketing objectives. The LGM develops and directs programs for new Club
development, Club rescue efforts, Club membership promotion, and
membership retention, while promoting high standards of service to the
member and to the Club. The LGM shall have served at least
six
consecutive months as a Club President and at least 12 consecutive
months as a Lt. Governor, a Division Governor, or an Area Governor.

Public Relations Officer
(PRO) |
The PRO establishes and maintains mutual lines of communication,
understanding, acceptance and cooperation between the District and its
members, as well as between the District and the public. The PRO
increases awareness of Toastmasters through all available communication
media and administers the policies and programs related to public
relations for Toastmasters International, the District and the Club.
The PRO is appointed by the DG and is eligible for re-appointment for one succeeding term only.

District Secretary |
The District Secretary prepares accurate
and timely records essential to the District success. The Secretary
records and maintains important District documents so that the District
can function effectively, and prepares the documents necessary for record
keeping at World Headquarters (WHQ). The District Secretary is
appointed by the DG and is eligible for re-appointment for one succeeding term only.

District Treasurer |
The District Treasurer
establishes and
maintains effective fiscal management of the District,
and promotes the growth of Toastmasters by providing sound
financial guidance to the District. The District Treasurer is
appointed by the DG and is eligible for re-appointment for one succeeding term only.

Immediate Past District Governor
(IPDG)
|
Having
completed the previous term as District Governor, The IPDG provides
counsel and guidance to the District officers and assists
as requested
by the DG. The IPDG also chairs the District
Nominating Committee.

Division Governors
(DvG) |
Division Governors achieve the mission of the District within the
Division, accomplishing District goals in membership building and
retention, Club extension, educational accomplishments. Division
Governors ensure that each Club realizes its mission and fulfills its
responsibilities to its members. They serve the Division Clubs by
providing District support and resources through the Area Governors.
To be eligible for election, the candidate shall have served at least
six consecutive months as a member of a District Council. A
Division Governor is eligible for re-election for one succeeding term
only.

Area Governors
(AG) |
Under the guidance of the Division Governors,
Area Governors provide District contact, support, and assistance to the
Clubs so that it may achieve the Club mission and fulfill its
responsibilities to Club members. Insofar as practicable, an
Area Governor shall have served as a member of a District Council.
An Area Governor is eligible for re-appointment for one succeeding term
only.

Past District Governors
(PDG) |
A Past District Governor Chairman is appointed each year by the District
Governor to facilitate the advisory role provided by Past District
Governors. PDGs are a valuable asset to every District. We continually
recognize our past leaders for their contributions to the members of
District 3. |
